
Minutes of SFCA Match Committee Meeting

1. Introduction
Steve Clerkin chaired the meeting and explained there were 4 proposals to
discuss as well as the normal business.
George Glen (GG) explained the voting process to all present. Voters for the
attending clubs were agreed as -
1. Monklands - W Jolly
2. Postal - P Mitchell
3. SQCAC - K Armstrong
4. Central - G Clark
5. Linlithgow - S Clerkin.
2. Apologies
Apologies were received from Mike Weed (Monklands), Martin Rowan (Fife) and
Angus Dragons CAC.
3. Proposals
3.1. International Team Selection Criteria- from Team Manager George Glen.
GG explained that as his role as team manager he wanted to formalise the
understanding of qualification for the Scottish Team. The original proposal was
-
"The International Team Manager will only select anglers for Scottish
representative teams who qualify under the following criteria
- Born in Scotland or
- Born elsewhere with one or two Scottish parents
- Must support the Scottish league.
GG explained that there was no set pattern for other countries but explained
the CIPS rules (see appendix A).
Further discussions took place and criteria 1 and 2 of the
proposals were accepted but it was agreed that criteria 3 should be deleted.
Monklands amended
their proposal without criteria 3. Following further discussion regarding
residency Monklands proposed an amendment and the final proposal was -
1) Born in Scotland.
Or
2) Born elsewhere with one or two Scottish parents.
Or
3) Resident in Scotland from the age of 12 or earlier with continuous residency
up until the point of selection.
The proposal was carried unanimously.
It was decided that before the AGM there would also be an attachment of the
relevant CIPS rules for qualification especially regarding affiliation to the
sports governing body. Thus is to take into account matches like the 6-Nations
which are not under CIPS jurisdiction.
3.2. Match Fee’s – from Monklands District CAC (suggested by Mike Weed).
"Raise the match fee from 50p to £1 for league matches and reduce it
from £1.50 to £1 for non league matches"
There were no objections and the proposal was carried.
3.3. Payment of Match Fee’s at Opens- from Monklands District CAC
(suggested by Mike Weed).
As this was another admin issue it was decided that Mike should do whatever
he felt necessary to improve the admin and running of the matches in conjunction
with the Match Sec. It was felt however that it was not viable to have anglers
drawn in the order which they paid although it was felt to be a good idea to
have anglers pay in advance. Therefore the proposal was amended and unanimously
carried as
"On non- league match days, participants will pay their fee’s
before they draw"
3.4. Pegging River Clyde Matches- from Postal CAC.
The proposal was -
'It is more than likely that we will be fishing matches on the Clyde this
season and due to the upsurge of wasp nests on the Clyde I would like to propose
that on every section there is a spare peg (possibly the middle of the section).
This is to allow in the event that after drawing your peg and starting to
clear it you disturb a nest, which in turn could turn into a dangerous
situation, would enable the angler still having a peg in the section still to
fish. This would stop any confusing as where to put the angler and let the angler
get to his new peg in plenty of time. If the spare peg wasn't used it would create two extra end pegs for each
section.'
After much discussion it was felt that whilst there was a definite
problem, it would be better to have a
ruling that could be used as guidance for both the angler and Match Secretary
and that each situation should be judged on its own merits.
An amended ruling was discussed and carried as -
"In the event of an angler disturbing a wasps nest and a dangerous
situation arising the angler will be allowed to change pegs. The angler will be moved to the nearest available swim with the okay
of the anglers each side. Points will be calculated using the weight caught
applied to the original section."
4. Agreement of 2001 Match Calendar.
GG proposed that the dates used in the calendar stand to allow all member
clubs to keep their current club calendar. However due to the recent outbreak of
Foot and Mouth the SFCA matches are likely to change within the already defined
‘slots’. An amended calendar will be proposed when better information is
available (hopefully by the AGM at the end of March).
This was agreed by all. It was also agreed that the Scottish Summer League
matches be the most important ones to protect and that shortening the Winter
League from 6 matches would be a good idea.
5. Indications of Summer League Team Numbers.
As at 13.03.01 -
CSCAC - 2 teams
Monklands - 5 teams
Postal - 2 teams
Linlithgow - 1 team
Dragons - 1 team
TOTAL 11 teams (44 pegs).
This would make the league bigger than it has been for a number of years and
any more potential teams should contact the Match Secretary. It was also
felt that more promotion of the Summer League would take place to promote it as
Scotland’s premier angling event. This was also felt necessary for the
Scottish National, which must be seen as the premier open match in Scotland.
6.Any Other Business.
Paul Gould (PG) suggested more formalisation of the match committee and
informed that a proposal will be brought by CSCAC to the AGM. The meeting agreed
that it would be better if the Match Committee was to meet more than once a
year.
PG suggested changing the Scottish National to a one day 2 match event fished
to CIPS rules. After discussion it was felt this there was some merit in this
idea but reliant on a suitable venue. However it was agreed that any changes
like this should be decided upon by formal proposals to future Match Committee
meetings.
Chris Paton initiated a discussion of the introduction of the Golden Peg into
SFCA matches. There was some positive feedback to this but again this should be
proposed to the next match committee meeting.
Ken Armstrong asked for nominations at the AGM for SFCA organised coaching
courses. More information will follow.

APPENDIX A
CIPS representation rules for information
‘Only anglers who are fully paid up members belonging to a
sports club that in turn is a member of the official national federation
affiliated to the CIPS is allowed to take part. They must be nominated by their
federation and must hold the nationality of the country that federation
represents. However in the case of the club championships one non-national is
allowed providing that angler can get his licence and resides in the country
which the club represents.
Once an angler has fished under the colours of a country
he/she cannot represent another.
Competitors must be in a position to prove their nationality
if asked by the CIPS.
As far as the nations World and the European championships
are concerned only national federations can enter teams.’
