Treasurer’s Report The bank mandate was completed and given to GC to provide ID to bank and then pass to JM Cheques can be issued with 2 signatories. RW has cheques for FishScotland which will be given to BL for banking. CSCAC and others had still not paid their affiliation dues. Agreed that BL should produce a list of affiliated clubs with a view to having a comprehensive list of members. This would facilitate collection of affiliation fees, monitoring of constitutions and dissemination of information. |

LCAPS GC reported that BW were willing to put up prize money of £500 for an LCAPS match on the Lowland Canals. Entrants require to be annual members of LCAPS. BL reported that the current match calendar was already tight but provisionally, 4th September was free at the moment. MW to contact DMcA to see if feasible. |

Waterways Trust GC reported that Rita Crowe of the Waterways Trust has contacted him with regard to the training of angling coaches. WT prepared to fund this venture and indeed are in the process of opening new premises at Falkirk where same can be accommodated. Passed to MW for consideration Review at next EC meeting. |

Café Initiative, Arbroath RW raised this as a further coaching opportunity, which was going in the same direction as the Waterways Trust, but which was not quite so far down the road. It was agreed that committee should monitor progress MW to speak to Rita Crowe of WT RW to speak to Andrew Wallace of Café Initiative to see what stage plans have reached. Review at next EC meeting

Magiscroft Fishery CP had proposed that Magiscroft be recognised as the National Coarse Angling Centre for Scotland. There was a wide-ranging discussion which covered a number of issues. It was agreed that;

SFCA Publicity It was agreed that the Federation did not have adequate marketing materials and in particular had neither banners nor flags for events such as the forthcoming internationals. GC to obtain quotations. Agreed to review at next EC meeting. |

International Match Report BL provided this report in absence of CP. Teams have been announced for both Celtic Cup and 6 Nations. Jamie Masson’s inclusion in the squad has brought some extra publicity. GC raised issue of funding. Concerns expressed that the National team funding was being applied for independently. Danger of lack of effective communication between general EC business and international team affairs. Agreed that CP should provide a report on funding to next EC meeting. MW reported that 6 Nations preparation well under way. Approaches for funding have been made to NLC and Sport Scotland. The AA and Police have been contacted re signage. The event hotel will the Strathclyde Hilton. World Championships in Moscow now cancelled. Scotland had already decided not to compete. The Euro Championships set for Finland in 2005 have now effectively been re-badged as the World Champs. Scotland cannot compete, as change too late. CP/MW should contact GC with details with view to obtaining BBC TV coverage. Agreed as many EC members are possible should be on site at the 6 Nations Championships on 13/14 Aug. |

Communications Agreed that the Federation has difficulties in communications. Discussed whether a press officer would be desirable. Agreed that further consideration be given for this, and funding for it. Discussed that website requires more regular updating. EC members require to give George fresh content. Newsletter. Agreed to produce one. JM to prepare it. Main article being an introduction to the new EC members. All members should prepare a mini cv for inclusion in the article and posting on the web. JM to prepare a specimen and circulate. |

Politics RW reported that the Angling Tourism and Development Group receives funding for FishScotland. There is a parliamentary slot in 2006 for a Fisheries Bill, which includes provisions for freshwater fisheries. The content of the forthcoming white paper is becoming quite clear, as there will be the following: A proposal to ban livebaiting. The SFCA is the only dissenting voice on this. A proposal to permit use if multiple rods and rod rests. Proposal to change current provision which permits riparian owners to use nets and traps for all bat trout and migratory fish without a licence. Likely to be an overhauling of regional supervisory groups to oversee eg protection orders. RW will report progress to EC and member clubs. |

Membership and Constitution GC reported that PAC constitution had been exhibited although they were not SFCA members. Agreed that BL should contact PAC and invoice them for membership. CSCAC, Carp Group and PAAS all had theirs on-line. Agreed that the SFCA constitution requires a review. This includes the basis of membership and voting rights. Further, should the governing body have regulatory powers over member clubs and individuals? JM to commence a review of the constitution with a view to discussing with member clubs and EC. |
